中共中央办公厅、国务院办公厅近日印发《关于持续推进城市更新行动的意见》，明确提出推进城镇老旧小区整治改造。这一政策旨在更新改造小区燃气等老化管线管道，整治楼栋内人行走道、排风烟道、通风井道等，全力消除安全隐患，并支持有条件的楼栋加装电梯等设施。
2022年5月，中办、国办还印发了《关于推进以县城为重要载体的城镇化建设的意见》，强调要加快改造建成年代较早、失养失修失管、配套设施不完善、居民改造意愿强烈的住宅小区，改善居民基本居住条件。
河北省住房和城乡建设厅表示，2025年计划建成交付棚改安置房将超过10万套，同时改造城镇老旧小区500个以上，持续推进既有住宅小区电动自行车充电设施加装，补足配齐车棚等。
此外，《意见》还提出健全多元化投融资方式，加强老旧厂房、低效楼宇、传统商业设施等存量房屋改造利用，推动建筑功能转换和混合利用，根据建筑主导功能依法依规合理转换土地用途。
